Start by finding the stairs near your starting point. Climb up to the top of the stairs.
The area immediately facing the top of the stairs hides the room where you’ll be prompted to clear some debris as you approach.
Once you’ve managed to remove the obstacle, you’ll find a table with some blueprints inside.
