Compared to the other Crafting Pal Tier List discussion that focuses on pals with impressive innate skills in Palworld, I’m taking a different approach. While pals with excellent starting skills, like EX Mining 3 for mining Coal, can be handy for a quick setup, I’ve noticed that these pals are often challenging to catch. They tend to be in hard-to-reach locations, have low spawn rates, and consume a lot of food.
Moreover, many of these pals are found in areas with poor teleporter access, such as the Sanctuary 1-3 nature reserves. I’m specifically excluding any pals found in these nature reserves from my list, although I might mention options from the low-level Sanctuary 1 near spawn.
Despite the greatness of pals like Quivern, their challenging catchability and, sometimes, problematic hitbox and pathing issues in tight or indoor bases make them less ideal. This list will exclusively feature smaller pals over large dragons, which are more suitable for indoor multi-story factory bases. If there were unlimited build area and excellent passives, a workforce of mostly Quivern might work, but practical constraints limit their inclusion.
Instead, I aim to identify the combination of pals with the best skills, abundance, and ease of capture. This way, we can readily find and breed pals with the best passives, sending the unsuccessful ones into the condenser machine to level their base skills. Even if these pals don’t start with the skills needed for our final base, with enough condensing, we can eventually reach the desired skill set.

Note 1: It seems that Depresso might have a higher likelihood of having negative traits. On the other hand, Dumud stands out as the ideal base starter with a starting Mining skill of 2, making them capable of mining Iron without condensing. They are abundantly available on the desert island, and a quick loop around their spawn area easily led to capturing 10 or more of them.
Note 2: Digtoise (Spinning Turtle) would be included in this list, but there seems to be a bug. While he serves as an excellent active miner for Ore/Sulfur, his damage in the base appears to be inferior to Dumud or Penking.

I don’t prefer the large end-game dragons with extremely high-level skills because they face problems with movement in tight spaces, especially in a multi-story compact indoor base. Additionally, I dislike visiting Sanctuary 2 & 3 more than necessary because there is no teleporter, and my flying mount only has a 20% bonus move speed – I haven’t come across any Swifty fliers yet.
