Progressive Policies (PRGS)
No crop limitations for conscript development
+50% chance of Western merchants
-20% chance of rebellions at low popularity

Opmerkingen:
– Supply Transporter only decreases food consumption for resupplying units, not for deploying them. Met andere woorden, Het

– I am not sure of the bonus to development from Canal Improvements. It is unlisted and will need to be tested.
– Improve Calvary is one of the policies on the Japanese wiki that does not have details. I would guess it is +10% en -10%, like Improved Firearms, but that is a guess.
– I am not sure of the Appease bonus for Council System. The amount of the bonus was also unlisted.
General Policies
These policies general polices that can be used regardless of innovation level. The one exception is “Deploy Draftee”, which cannot be used at very high Innovation levels (900+).

– Distant Diplomacy gives bonuses and penalties to certain types of diplomacy, but I don’t know the exact numbers. I would guess they are in the 10%-30% range like the other policies that affect diplomacy, but I don’t know.
Special Clan Policies
These policies can only be implemented by a specific clan
Sometimes these policies can be implemented in certain scenarios under specific leaders. This is to represent the specific people, keer, and circumstances that lead to the developments these policies reflect.
Bijvoorbeeld, the Date cannot implement Dragoon Corps until muskets reach their clan. The Otomo cannot use Christian Sanction until after Otomo Sorin becomes a Christian (triggered by his name change event).
