Choose a Settlement and People in it

Choose an empty settlement or one with at least 1 人, if you can’t find any with 1 or fewer people move the other people to a different settlement.

Set Up the Settlement

Make sure to have a Tier 3 作業台, even if you’re doing everything exactly right with a Tier 1 the max happiness will only go to is 95%. I have not tested if a Tier 2 will get to 100%. There is sometimes a bug where the achievement won’t pop up even if the settlement is at 100% 幸せ.
