Paso uno: unlock Afghanistan
Afghanistan is not one of the original playable countries in Democracy 4. So your first action should be to go to the Steam Workshop and find D4 Overhaul & Expansion mod, which unlocks Afghanistan and 50 other countries to the game.

1) Your economy is totally destroyed
2) Crime is maxed out at 100%
3) Unemployment is at 100%
4) Your budget deficit is huge
5) Debt is spiralling rapidly out of control
6) Your popularity is at zero
7) You are facing frequent assassination attempts
8) Pollution has wrecked the environment
9) Health is terrible and your country is facing a food crisis
10) There are water shortages
11) The roads are in gridlock
12) Education is poor and you are technologically backward

First few turns: defeating crime
After many, many playthroughs of this campaign, I have realised that attempting to deal with all of the problems the country faces is impossible. Por lo tanto, you must prioritise. Getting re-elected in this campaign is near-impossible, but with the right choices, it can be done!
One of the first things you’ll need to do is get a grip on the extreme levels of crime and violent crime. Hay algunas maneras de hacer esto..
1) Set police to 85% – this will help to cut crime
2) Set intelligence agency to 85% – you’re going to need their help if you don’t want to get assassinated within the first few turns!
3) Set Witness protection program to maximum
4) Set police training to maximum
5) Drug enforcement agency to maximum
6) CCTV cameras to maximum
There is no hope of getting crime down below 100% for the first few turns, but these policies will fairly quickly start to solve the red bubbles (problem situations, p.ej. violent crime, drug gangs, etc.). Después, crime will gradually start to fall, getting faster as you start to untangle the rest of the country’s problems.
On to the next problem – the economy!
Saving the economy
Afghanistan’s economy is probably the most challenging ever to exist in Democracy 4. Al comienzo del juego, your GDP is at zero percent, and it will take a very long time to turn things around. That’s why you need to start taking drastic action within the first few turns, if you are to have any hope of ever getting re-elected.
Now let us look at how to do that.
There are several policies in this game that affect economy, here are the ones that I have found most effective:
1) Helicopter money – this gives your citizens free money. It boosts GDP and reduces poverty, and the best part, it costs you nothing. Sin embargo, there is a danger – set it too high, and you could risk triggering hyper-inflation. This would be a catastrophe, and lead to the end of your campaign. So set it to around 75% o 80%, no higher.
2) Quantitative easing – this policy is similar to the above, it boosts GDP and makes capitalists happy, and again it costs you nothing. As above though, if you set it too high you will get hyper-inflation. Establecerlo 75% a lo sumo.
3) Tax shelters – this policy doesn’t cost much, it boosts GDP, foreign investment and keeps the capitalists happy. It does have a negative effect on equality though, so I would just set it at the default amount on the slider.
4) Technology colleges, technology grants, university grants and adult education subsidies. These four policies are absolutely necessary to grow your GDP, as you’re going to need to overcome your technologically backward and skills shortages problems before the economy will grow.
5) Small business grants – this costs money, but you should set the slider to 100% as it boosts GDP
6) Enterprise investment scheme – configúrelo en 100%, again it costs money but it will be worth it for the boost to GDP. You are going to need all the help you can get to lift the Afghanistan economy, it is a monumental task that requires every effort!
Getting re-elected
If you made it this far and have not been assassinated, you can now start to think about your impending re-election.
Sobre todo, know this: there is absolutely no way you are going to get elected within the standard electoral term. Cero. Imposible. Por lo tanto, you are going to have to put off the election for as long as possible. Afortunadamente, there is a solution!
In the lower left side, with the public services, there is the electoral term slider. cuesta 35 political capital to increase the length of your term by 1 año. You are going to need all the time you can get.
Your top priority should be to make sure that you extend the term limit every time it gets close to election time. You’ll need to plan ahead for this, keeping enough capital so that you can afford 35 agujas. Don’t leave it closer than 2 o 3 turns to the election. If you leave it too late, it won’t work and you’ll have to face an election which you’ll certainly lose.
Eventualmente, you can only increase the term to a maximum of 7 años. Es, apenas, possible to win re-election within that time… but it will be extremely close!
Afortunadamente, there are some policies that I have found very effective at getting you re-elected. The Middle-Income is the most decisive bloc of voters in the game. Por lo tanto, keeping them happy should be a priority. You should max out the following policies:
1) Mortgage tax relief – this policy makes Middle Income voters happy and doesn’t cost too much.
2) Health tax credits – this policy can be quite expensive, but it will be popular and is effective at improving health
3) School tax credits – Middle Income voters love this, and it boosts your education score
4) Welfare fraud office – Middle income voters really like this policy. Put it to the maximum
If you do everything right, your popularity will be at around 0% for nearly the entire game. But just in the last couple of turns before the election, with the turn limit maxed out, you will finally break through and start solving the country’s problems. Your popularity will finally rise above 50%, just within the last handful of turns before the election. Keep some political capital spare for giving speeches in the last two turns!
The Afghan miracle
Playing Afghanistan in Democracy 4 is by far the most extreme experience the game has to offer. It is extremely difficult to win, and it took me countless failed attempts before I finally achieved a success. This campaign is not for the faint-hearted!
But if you persevere, it is the most rewarding choice in the game. The feeling of elation, when you FINALLY manage to win that election, is overwhelming. Think of it as the ultimate challenge!
A few final tips: I have found that although you will inevitably face a severe debt crisis, there is absolutely no use in attempting to implement new taxes to balance the budget, or cut services. The country is simply too badly destroyed, and there just aren’t enough turns to fix everything before the election. You will have to wait until after you’ve won the election, to start fixing the debt issue.
También, you should prioritise your personal security. You will face countless assassination attempts, and it is the worst to get half-way through a campaign only to have a game over! So make sure you invest in police and personal security.
